During her term, the number of nonprofit community development corporations in Portland has climbed from four to 21. ``I want a second term because the housing agenda isn't finished,'' Kafoury said.

As a city commissioner, Kafoury's chief interest has been trying to develop housing for low-income residents and the homeless. Some of her opponents say that background shows she is a career politician who should be replaced. She served as a state legislator from Northeast Portland from 1977 to 1983, followed by six years as a Multnomah County commissioner, beginning in 1985. State, county experience Kafoury, 51, is the only candidate with government experience. The nonpartisan race will be over in the May 17 primary if Kafoury wins one vote more than 50 percent of all votes cast. ``If we can deny Kafoury 50 percent of the vote, then someone will have more time to talk on the issues'' in a November runoff. ``We are trying to provide an alternative,'' said Lew Church, an opponent who describes himself as a socialist. Even Kafoury, who is seeking a second term, is taking a quieter approach than four years ago when she toppled incumbent Bob Koch. Though they take the race seriously, Kafoury's five opponents are running low or no-budget campaigns.

Their philosophies cover almost every hue of the political spectrum. Six candidates range in age from 28 to 80.
